McCain on his Baghdad Rug Buying Trip:

"I can understand why [the Army] would provide me with that security, but I can tell you that if it had been two months ago and I’d asked to do it, they would have said, "Under no circumstances whatsoever. I view that as a sign of progress"

The New York Times has an even better way of putting it:

Nearly two months into the new security push in Baghdad, there has been some success in reducing the number of death squad victims found crumpled in the streets each day.

A great measure of success by any standard.
